Salt attacks jointing mortar and the cement content of concrete slabs, travels with the meltwater into the build-up and there accelerates the freeze-thaw damage that is in any case most severe at the top edge. Grit is the right material on this surface, and it is swept up again in spring, because otherwise it produces scratching and blocks the outlets.
The outlet decides matters, not the surface
Terraces over habitable rooms have only a slight fall. A half-blocked outlet backs the water up above the height at which the waterproofing is dressed in, and then it does not go over the edge, it goes into the build-up. The emergency overflow is the second safeguard and in practice often goes unchecked for years. Both belong in every visit, even when everything looks dry on top.
High pressure is the most common cause of damage on roof terraces
A hard jet lifts jointing sand out, raises the fibres of timber, forces water under the slabs and can open the waterproofing at a lap or a junction. That often only becomes visible with the next heavy rain, and then a storey lower down.
