Grounds maintenance stops at the tree
In Vienna, trees are protected under the Vienna Tree Protection Act from a trunk circumference of forty centimetres at a height of one metre: removal and major interventions require consent, and the other provinces have their own regulations. Cutting work on woody plants is described technically in ÖNORM L 1122; badly placed cuts let rot into the wood and make the tree a safety matter years later. Invasive non-native plants are not weeds but a disposal matter
Japanese knotweed shoots again from the smallest piece of rhizome — cuttings and excavated soil must go neither onto the compost nor into the green waste collection, but belong in thermal treatment, or the plant is spread rather than controlled. Giant hogweed causes severe reactions on skin contact in sunlight, which is why it is only worked with protection, and ragweed releases strongly allergenic pollen. In every case what counts is repetition over years; a single cut strengthens the regrowth.
Growth at the pavement is a duty of the property
Hedges, shrubs and branches must not narrow the pavement and the carriageway, must not take away sight lines at entrances and must not hide traffic signs and lighting; the authority can order cutting back, and after an accident the question of traffic safety is raised.
