The duty to clear and grit stays with the owner, even with a service provider

Under § 93 StVO the owner of a property is obliged to clear snow from the pavements and footways along that property between 6 a.m. and 10 p.m. and to grit them in icy conditions; a strip of around three metres in width is covered. Transferring the work to a service provider does not remove the duty but converts it into a duty to choose and to supervise: in a dispute, the question is who cleared and gritted, and when, and who checked it. That is exactly why the visit record with the date, the time, the area and the grit used is the most important part of the service and not a formality — a cleared area without a record is, in proceedings, an assertion. Where snow continues to fall, moreover, what is owed is not one pass but repetition for as long as it is necessary.

The grit chosen decides the follow-on costs to the building

Chloride-based road salt melts ice reliably, but it travels with the meltwater into concrete and into joints. In concrete, chlorides attack the reinforcement — the corrosion that results spalls off the concrete cover, and it affects precisely those elements that get gritted: garage ramps, stair strings, balcony slabs. Natural stone and brick leach out salts and develop white efflorescence, and the edges of planted areas are damaged. Grit is kinder to the building fabric but has two consequences that have to be planned for: it is carried into the building and the garage and acts as an abrasive on floors there, and it has to be collected up in spring, together with cleaning the gullies in which it accumulates. What suits a property is decided by the building element and the substrate, not by the price per sack.

In older stock there are floors that do not like mopping water

Gründerzeit stairwells frequently have stone-wood steps or magnesia screed: a magnesite-bound surface which takes up water, swells, cups and then sands away — there the work is done exclusively with a barely damp pad and never wet. Terrazzo and cement tiles are cement-bound and react to acidic agents with matt marks that cannot be repaired. Marble and limestone likewise. Cast stone and porcelain stoneware are more robust but take up maintenance films which become slippery on steps when wet — and the edge of the step is the place where people actually fall in a building. That is why different solutions and frequencies are run within the same stairwell, the work is done in sections and the wet part is secured, rather than mopping through once from the top down.
