If waste water escapes into a cellar, a store or a sanitary area, the surface is faecally contaminated and is not dealt with by mopping. The sequence worked is clearing, cleaning, disinfecting, drying — and only once it is dry is the surface released again.

The contact time is part of the agent, not a recommendation
A surface disinfectant is tested for a particular combination of concentration and contact time; the VAH listing applies to exactly that combination and to nothing beyond it. From that follows what in practice goes wrong most often: the surface has to stay visibly damp for the whole of that time, so it must be wetted sufficiently, and it must not be rubbed dry beforehand — anyone who wipes over afterwards to avoid streaking cancels the effect. Dosing higher does not shorten the time: it creates films to which dirt adheres, it loads the surface, and with some active substances it is actually worse, because wetting suffers. And a visibly dirty surface is cleaned first and disinfected afterwards, because organic loading binds the active substances and the rest of the time runs to no effect.
Gaps in efficacy: not every agent reaches every pathogen
Alcohols and quaternary ammonium compounds work well against enveloped viruses and many bacteria. Against non-enveloped viruses such as noro, rota, adeno and enteroviruses that is not enough — there an agent with demonstrated virucidal effect is needed — and against spore formers such as Clostridioides difficile sporicidal substances are needed, in practice usually peroxides or peracetic acid. Quaternary ammonium compounds additionally have the property of building films on floors which pick up dirt and turn the floor grey by degrees. That is why the agent is chosen according to the pathogen and the substrate and not according to what is in the store — and it is never mixed: acid with chlorine releases chlorine gas, chlorine with ammonium compounds cancels the effect on both sides.
Fogging does not replace wiping
Aerosolised room disinfection only works on exposed surfaces that have been cleaned beforehand: whatever lies under dust, grease or protein is not reached, and organic loading inactivates the active substances. Then there are the preconditions: the room has to be empty and sealed, ventilation and doors closed, and after the working time a defined ventilation or waiting period is needed before anyone may go in again. That is why the order is always cleaning, then wipe disinfection of the contact surfaces and floors, with fogging only as an addition where there is a particular indication, such as after an outbreak in a room that is hard to reach. Turn that round and you have an impressive fog and an unchanged surface.
